Abstract

Ende September legte die Bundesregierung ein modifiziertes Reformkonzept zur Altersvorsorge vor. Als Vertreter der Regierungsseite erläutern Bundesminister Walter Riester und die Sozialexpertin der SPD, Ulla Schmidt, die Ziele und zentralen Elemente der Rentenreform, die »durch den Aufbau einer privaten Altersvorsorge die Zuverlässigkeit und den Solidargedanken des Umlagesystems mit der Ergiebigkeit der Kapitalmärkte verbinden« (soll). Vor allem die »fehlende Generationengerechtigkeit« durch »eine einseitige Belastung der jungen Generation« steht im Mittelpunkt der Kritik, die stellvertretend für die Opposition von Horst Seehofer, stellvertretender Vorsitzender der CDU/CSU-Fraktion im Deutschen Bundestag, geäußert wird. Auch Prof. Dr. Winfried Schmähl, Universität Bremen, und Prof. Dr. Bernd Raffelhüschen, Universität Freiburg, fordern Nachbesserungen.
