Die Voraussetzungen des Anspruchs auf Arbeitslosenunterstützung im internationalen Vergleich

Abstract

Arbeitsmarkttheorie und Arbeitsmarktpolitik legen das Hauptaugenmerk auf die Höhe und die Dauer der Arbeitslosenunterstützung und die davon ausgehenden Wirkungen auf die Arbeitslosigkeit und schenken den Voraussetzungen, unter denen ein Anspruch auf Arbeitslosenunterstützung entsteht, wenig Aufmerksamkeit. Ein Vergleich dieser Anspruchsvoraussetzungen in zwölf ausgewählten OECD-Ländern zeigt, dass strenge Kriterien für den Bezug von und ein drohender temporärer Entzug der Arbeitslosenunterstützung wegen Wegfalls der Anspruchsvoraussetzung das Verhalten der Arbeitslosen in stärkerem Maße beeinflussen kann als Veränderungen der Lohnersatzrate oder der Dauer der Arbeitslosenunterstützung.
