Bautätigkeit in Westeuropa bis 2002: Nach spürbarem Anstieg wieder flacherer Wachstumspfad

Abstract

Auf der 48. EUROCONSTRUCT Konferenz, die am 6. und 7. Januar 2000 in Cambridge stattfand, wurden nicht nur aktualisierte Schätzungen der Bautätigkeit für das gerade abgelaufene Jahr und Prognosen für 2000 präsentiert, sondern es wurde auch ein Ausblick auf die Jahre 2001 und 2002 gewagt. Einbezogen wurden wiederum 15 west- und vier ostmitteleuropäische Staaten. In Westeuropa, auf das sich die hier vorgestellte Zusammenfassung der wichtigsten Ergebnisse dieser Konferenz konzentriert, wird für 2000 ein gegenüber dem Vorjahr nahezu konstant hoher Anstieg des realen Bauvolumens (rund + 2 1/2% nach + 3%) auf über 800 Mrd. Euro erwartet. Danach nimmt das Bauvolumen zwar weiter zu, der Wachstumspfad flacht aber deutlich ab (auf rund 1 1/2% p.a.). Die drei großen Baubereiche tragen hierzu unterschiedlich bei: Der Wohnungsbau legt im gesamten Schätz- und Prognosezeitraum (1999 bis 2002) nur um reichlich 8% zu, weil der Neubau anhaltend als Bremse wirkt. Die Zahl der Wohnungsfertigstellungen, die 1999 im EUROCONSTRUCT Gebiet die 2-Mill.-Grenze überschritten haben dürfte, sinkt im Jahr 2000 auf knapp 1,9 Mill. und bis 2002 auf gut 1,8 Mill. Der Nichtwohnbau (Hochbau) und der Tiefbau expandieren dagegen im Gleichschritt um jeweils rund 10%.
