Europäische Währungsunion: Preisanstieg im Jahr 2000 unter 2%

Abstract

Die Stabilitätsbilanz für den Euro-Raum hat sich im Verlauf des Jahres 1999 wieder etwas verschlechtert: Im Dezember überschritt die Preissteigerungsrate - gemessen am harmonisierten Verbraucherpreisindex (HPVI) für die elf Mitgliedsländer der Europäischen Währungsunion (EWU) - saisonbereinigt und auf Jahresrate hochgerechnet mit 2,1% zum ersten Mal seit Juli 1996 die 2%-Marke. Gegenüber Dezember 1998 belief sich die Preissteigerungsrate auf 1,7%. Zur Beschleunigung des Preisauftriebs hat 1999 vor allem die Verteuerung von Erdöl und Industrierohstoffen beigetragen. Hinzu kam der spürbare Wertverlust des Euro. Unter der Annahme, dass die bevorstehende Tarifrunde im EuroRaum eine moderate Lohnstückkostenentwicklung mit sich bringt und der Euro nicht weiter deutlich abwertet, wofür aus fundamentaler Sicht wenig spricht, kann der Anstieg der Verbraucherpreise in der EWU im Jahresdurchschnitt 2000 auf 1,8% veranschlagt werden. Es bestehen also gute Chancen, dass das Stabilitätsziel der Europäischen Zentralbank, nämlich den Anstieg des HVPI auf unter 2% zu begrenzen, erreicht wird.
