Gerät die WTO in eine Krise? - Gründe für eine Entwicklungsrunde des Welthandelssystems

Abstract

Durch das Scheitern der dritten WTO-Ministerkonferenz in Seattle wurde der Beginn einer neuen Verhandlungsrunde zur Liberalisierung des Welthandelssystems vorerst auf unbestimmte Zeit verschoben. Zum Streit um Inhalt und Umfang der neuen Verhandlungsrunde zwischen der EU und den USA kommt hinzu, daß die Entwicklungsländer ohnehin am liebsten auf eine neue Runde verzichten würden, da sie die Ergebnisse der 1995 abgeschlossenen Uruguay-Runde als negativ empfinden. Die Entwicklungsländer haben zwar in der WTO eindeutig die Stimmenmehrheit, sie verfügen aber häufig nicht über die Kompetenzen und Ressourcen, um ihre Interessen effektiv zu vertreten und durchzusetzen. Insbesondere nach dem Scheitern in Seattle sprechen viele Argumente dafür, die nächste umfassende Verhandlungsrunde vor allem Problemen der Entwicklungsländer zu widmen.
