Sozialer Mietwohnungsbau : hohe Versorgungseffekte des 1. Förderungswegs

Abstract

Der vorliegende Aufsatz diskutiert die Frage der Versorgungseffekte, die der soziale Mietwohnungsbau liefert, und zwar unter Berücksichtigung einer möglichen Verdrängung des freifinanzierten Mietwohnungsbaus. Die Untersuchungen ergaben, daß im 1. Förderungsweg die direkte Versorgung mit Sozialwohnungen zwar um ein Vielfaches höher ist als im 3., die indirekten positiven Effekte über Umzugsketten jedoch geringer sind. Ferner beeinträchtigt der 1. Förderweg den freifinanzierten Wohnungsbau weniger. Eine Differenzierung nach Konjunkturphasen zeigt, daß im Abschwung die Sichereffekte höher und die Mitnahmeeffekte geringer sind, so daß sich insgesamt größere Versorgungswirkungen ergeben als im Aufschwung. Daher spricht dieses Ergebnis u.a. für eine antizyklische Förderpolitik der öffentlichen Hände.
