Messung des Transformationsfortschritts im Ländervergleich

Abstract

Das ifo Institut und das Osteuropa-Institut haben ein Indikatorsystem entwickelt, das es erlaubt, die Fortschritte verschiedener Länder im Transformationsprozeß zu vergleichen. Die Meßmethode wurde zunächst für sechs Länder erprobt. Die größten Fortschritte wurden in allen untersuchten Transformationsländern bei der Preis- und Außenhandelsliberalisierung, der gesamtwirtschaftlichen Stabilisierung sowie der Privatisierung erreicht. Die Unterschiede konzentrieren sich auf den Stand des Strukturwandels, die Leistungsfähigkeit des Bankensystems und der Kapitalmärkte sowie die Funktionsfähigkeit der Arbeitsmärkte und der Sozialsysteme. Um den "Münchner Ansatz" voll auswerten und transformationspolitisch anwenden zu können, wäre es allerdings erforderlich, eine größere Zahl von Ländern einzubeziehen und die Bewertung regelmäßig zu wiederholen.
