Die Verschuldungskrise in Rußland und Kasachstan - ein Hindernis für die Transformation?

Abstract

Mitte November gingen in Moskau russische, kasachische, britische und deutsche Wirtschaftswissenschaftler den Fragen nach, welche Faktoren den Anstieg der zwischenbetrieblichen Verschuldung in den Ländern der GUS bewirkt haben, welchen Einfluß der hohe Schuldenstand auf die Wirtschaftspolitik, auf Produktion und Inflation ausübt und wie sich das Problem lösen läßt. In der abschließenden Diskussion, an der auch Führungskräfte aus Zentralbank, Wirtschaftsministerium und Steuerinspektion Rußlands teilnahmen, war man sich zwar in der Diagnose einig, daß die Zahlungsrückstände in der wirtschaftspolitischen Diskussion eine extrem wichtige Rolle spielen, sehr weit auseinander gingen die Meinungen jedoch in der Frage einer erfolgsversprechenden Therapie.
