Uganda : über wirtschaftliche Stabilisierung zur regionalen Integration

Abstract

Die politische Instabilität und die Bürgerkriege nach der Vertreibung der Asiaten im Jahr 1972 hatten u.a. zur Folge, daß das Pro-Kopf-Einkommen in Uganda Mitte der achtziger Jahre um mindestens 40 % niedriger war als 1970. General Museveni, der 1986 die Macht ergriffen hatte, leitete 1987/88 mit Unterstützung des IWF, der Weltbank und anderer Geber das Economic Recovery Programme (ERP) ein. Seither hat sich die Wirtschaftsleistung des Landes fast verdoppelt. Allerdings hat bisher nur ein kleiner Teil der Bevölkerung von dem Aufschwung profitiert, die Arbeitslosenquote liegt nach wie vor bei 40 %. Die Abhängikeit vom Kaffee konnte zwar etwas verringert werden, aber immer noch trägt er 70 % zu den gesamten Exproterlösen bei. Seit Anfang der neunziger Jahre wird versucht, die 1977 nach nur zehn Jahren auseinandergebrochend East African Community wiederzubeleben. Es ist allerdings zu bezweifeln, daß schon in den nächsten Jahren eine wirkliche Freihandelszone geschaffen werden kann.
