Umweltschutz und Beschäftigung in Deutschland

Abstract

Das Umweltbundesamt hat Anfang dieses Jahres eine Projektgemeinschaft aus vier wirtschaftswissenschaftlichen Forschungsinstituten (DIW, ifo, IWH und RWI) beauftragt, die Wirkungen von Umweltschutzmaßnahmen auf die Beschäftigung in West- und Ostdeutschland zu quantifizieren. Die kürzlich vorgelegten Ergebnisse stellen eine Momentaufnahme der für 1994 identifierbaren positiven Beschäftigungseffekte von Umweltschutzmaßnahmen dar, soweit sie durch Ausgaben- und Nachfrageimpulse ausgelöst wurden. Gegenstand des Forschungsauftrags war es nicht, eine beschäftigungspolitische Bilanz zu ziehen, also auch etwaige negative Wirkungen zu berücksichtigen. Die Untersuchung ergab, daß 1994 etwa 956.000 Arbeitsplätze direkt oder indirekt auf Umwelschutzausgaben zurückzuführen waren. Damit erreichte der Querschnittssektor Umweltschutz - mit 2,7 % der Erwerbstätigen - beschäftigungsmäßig bereits die Größenordnung des Straßenfahrzeugbaus. Bei einem derartigen Vergleich ist allerdings zu beachten, daß in den neuen Bundesländern mehr als 40 % der Arbeitsplätze im Umweltschutz dem sog. zweiten Arbeitsmarkt zuzuschreiben ist.
