Kleine und mittlere Unternehmen in Rußland : langsam wachsende Bedeutung - kaum staatliche Förderung

Abstract

Der Artikel zeichnet die quantitative Entwicklung von Unternehmen bis zu 200 Beschäftigten in Rußland seit 1987 nach, weil Neugründungen vor allem in dieser Betriebsgrößenklassen stattfanden. Danach wird die Verteilung von Unternehmen unter 1.000 Beschäftigten in der Industrie analysiert. Kleinunternehmen sind zu 60 % in Handel und sonstige, zu 20 % im Bauwesen und zu je 10 % in Industrie und Wissenschaft zu finden. Die Anzahl der Unternehmen und die Anzahl der Beschäftigten wird in einzelne Größenkategorien unterteilt und mit den Zahlen der USA verglichen. Dabei fällt der vergleichsweise hohe Anteil der Beschäftigten in Großunternehmen in Rußland auf. Zur Förderung der kleinen und mittleren Unternehmen gibt es zum Teil Förderprogramme die besonders im Bereich der Steuervergünstigungen ansetzt. Effektive Förderungen werden durch das Haushaltsdefizit verhindert. Entwicklungskonzepte fehlen bislang, so daß die Unternehmer kaum auf makroökonomische Rahmenbedingungen zurückgreifen können, die ihre Investitionstätigkeiten absichern würden.
