Zinsabschlag : explosiver Jahresendspurt

Abstract

Der Zinsabschlag hat 1993 anstelle der ursprünglich erwarteten 24 bis 27 Mrd. DM nur 14,3 Mrd. DM an Einnahmen erbracht. Davon wurde knapp ein Viertel allein im Dezember 1993 von den Banken für den Fiskus vereinnahmt. Grund für die Konzentration an das Jahresende waren die pro Jahr nur einmal fälligen Zinsanschreibungen. Etwa 47,5 Mrd. DM Kapitalerträge wurden erfaßt, die Schätzungen hatten sich allerdings auf 80 bis 90 Mrd. DM belaufen. Der Forderung nach einer gleichmäßigen Belastung der Zinsbesteuerung wird der Zinsabschlag nicht gerecht. Ausweichreaktionen und Umweggeschäfte, um geingere Erträge zu vermeiden, waren die Folge. Allgemein wird in der Studie festgestellt, daß sich Steuermoral bei guter konjunktureller Lage verbessert. Dies wird insbesondere durch Tabellen über das Geldvermögenseinkommen der privaten Haushalte und der Entwicklung des Zinsabschlags verdeutlicht. Einer breitangelegten Kapitalflucht entgegenzuwirken, kann nur durch EU-weite Regelungen der Kapitalbesteuerung erreicht werden. Dies würde auch zu einer insgesamt gerechteren Besteuerung führen.
