Kultur - ein Standortfaktor in Problemregionen?

Abstract

Die Kultur verdient nicht nur aus gesamtwirtschaftlicher, sondern auch aus regionalwirtschaftlicher Sicht besondere Beachtung. Sie schafft unmittelbar Einkommen und Beschäftigung, trägt aber auch zum Image einer Region bei. Umfragen haben gezeigt, daß für die Ansiedlung von Unternehmen neben den "konventionellen" Standortfaktoren (wirtschafts- und arbeitskräftebezogene Infrastruktur) auch das Angebot an Wohnraum, sozialen sowie kulturellen und Freizeiteinrichtungen eine wichtige Rolle spielt. Die Bedeutung dieser "weichen" Standortfaktoren wurde zwar für die neuen Bundesländer noch nicht explizit untersucht, sie sollte jedoch keinesfalls vernachlässigt werden, wenn über die Verteilung der knappen Haushaltsmittel auf die einzelnen Bereiche entschieden wird. Denn die kulturellen Einrichtungen sind "Pfunde", mit denen es zu wuchern gilt, wenn eine langfristige Wachstumsstrategie verfolgt wird.
