Kommunale Investitionen in den neuen Bundesländern

Abstract

Die Befragungen von über 500 ostdeutschen Gemeinden nach ihren Investitionsaktivitäten ergaben, daß das Investitionsverhalten in den neuen Bundesländern - gemessen am Nachholbedarf und an den Erfordernissen eines marktwirtschaftlich orientierten Industrielandes - im wesentlichen zielgerecht ist. Es dominierten Ausgaben für den Straßenbau und die Flächenerschließung. Das noch vergleichsweise geringe Gewicht der Investitionen in die Ver- und Entsorgung war nicht auf eine Fehleinschätzung dieses Bereichs zurückzuführen, sondern hatte hauptsächlich organisatorische Gründe. Weniger als mangelnde finanzielle Mittel behinderten zum Zeitpunkt der Befragung (Herbst 1991/Frühjahr 1992) ungeklärte Eigentumsverhältnisse, unsichere Rahmendaten und ein noch nicht voll funktionsfähiger Verwaltungsapparat die Investitionstätigkeit der ostdeutschen Kommunen.
