Direktinvestitionen in der DDR und Osteuropa : Stand und Entwicklungsaussichten

Abstract

Das relativ willkürliche Wirtschaftsreform-Konzept der UdSSR führte bis jetzt zu rückläufiger Produktion in fast allen Wirtschaftszweigen. Mit der Entwicklung der Joint Ventures sind die sowjetischen Wirtschaftspolitiker nicht zufrieden. Seit Januar 1989 sind in Moskau fast 1200 Joint Ventures mit einem Stammkapital von ca. 2,2 Mrd. Rubel registriert (Auslandsanteil 950 Mill. Rubel = 600 Mill. $). Allerdings arbeiten vermutlich nur 10% davon.Wichtigster Geschäftspartner ist im Moment die Bundesrepublik, dicht gefolgt von Italien sowie Frankreich und Japan. Die DDR wird als Anlageland vor allem von Westdeutschen Unternehmen bevorzugt. Wichtigste Voraussetzung ist jedoch die freie Austauschbarkeit der Währungen. Ungarn ist im Moment bei Auslandsinvestitionen noch führend. Da dort die volle Währungskonvertibilität am ehesten wahrscheinlich ist, sind Industriekooperationen mit westlichen Investoren leichter zu verwirklichen. Auch die Wirtschaft der CSSR orientiert sich stärker nach Westen. Wegen der großen Auslandsverschuldung (40 Mrd. $) und des chaotischen Zustandes des Geldwesens mit Hyperinflation sind ausländische Investitionen in Polen im Moment kaum sinnvoll.
