Verschläft der öffentliche Sektor die Anpassung an den demografischen Wandel?

Abstract

Deutschland steht vor einer der größten gesellschaftlichen Herausforderungen des 21. Jahrhunderts: dem demografischen Wandel. Die schrumpfende und alternde Bevölkerung beeinflusst nahezu alle Bereiche des gesellschaftlichen Lebens. Besonders betroffen ist der Arbeitsmarkt, auf dem in den kommenden Jahren die Anzahl der potenziellen Arbeitskräfte stark zurückgehen dürfte. Dies stellt – selbst bei nachlassender wirtschaftlicher Dynamik – sowohl die Privatwirtschaft als auch den öffentlichen Sektor vor massive Probleme. Doch während der private Sektor durch Digitalisierung und Automatisierung Flexibilität beweist, fällt es dem öffentlichen Sektor schwer, sich auf diese Realität einzustellen.
