Anwendung von Regionalindikatoren zur Vorbereitung der Neuabgrenzung des GRW-Fördergebietes

Abstract

Zur Bestimmung der Fördergebietskulisse der Gemeinschaftsaufgabe „Verbesserung der Regionalen Wirtschaftsstruktur“ (GRW) ab 2022 werden in dieser Untersuchung auf der Basis einer Weiterentwicklung des GRW-Gesamtindikators Rangfolgen für die Arbeitsmarktregionen in neuer Abgrenzung aufgestellt. Diese dienen der Politik als Grundlage zur Bestimmung der Zielregionen einer „gesamtdeutschen Förderpolitik“. Im Ergebnis zeigt es sich, dass die überwiegende Zahl der strukturschwächsten Regionen weiterhin in Ostdeutschland zu finden ist; auch einige (vornehmlich altindustrielle) Regionen in Westdeutschland gelten als strukturschwach. Die Reform ändert damit für die meisten Regionen nur wenig an der bisherigen Einstufung als Regionalfördergebiet.
