Wer macht den Anfang? – Regierungsformen und die Reaktionen auf Covid-19

Abstract

Demokratische Länder zögerten länger, um einige „Social distancing“-Maßnahmen wie Schulschließungen gegen die Ausbreitung des Coronavirus zu verordnen, als autoritäre Staaten. Der Zeitabstand betrug ein bis zwei Wochen. Bei anderen Beschränkungen wie internationalen Reisekontrollen finden wir keine zeitlichen Unterschiede. Zudem haben föderal organisierte Länder wie Deutschland nicht langsamer gehandelt als Einheitsstaaten wie Frankreich.
