Hoch gepokert, hoch verschuldet: Kurzfristige Fremdwährungskredite der Kommunen inDeutschland

Abstract

Das Mitte Januar 2015 von der Schweizerischen Nationalbank verkündete Ende der Wechselkursuntergrenze des Frankens an den Euro führte zu erheblichen Verlusten bei deutschen Kommunen. Diese hatten in den vergangenen Jahren in nicht unerheblichem Umfang Kredite in Fremdwährungen, oftmals in Schweizer Franken, aufgenommen. In diesem Beitrag werden Umfang und regionale Verteilung kom - munaler Kassenkredite in Fremdwährung näher untersucht. Es wird gezeigt, dass sich Kassenkredite in ausländischer Währung in Deutschland sehr stark regional konzentrieren: Kredite im Umfang von über 1 Mrd. € und damit rund Dreiviertel aller kurzfristigen Fremdwährungskredite in Deutschland entfallen allein auf 16 Kommunen im Ruhrgebiet. Besonders fatal: Diese Gemeinden gehören zugleich zu den am höchsten verschuldeten Kommunen Nordrhein-Westfalens.
