Neuregelung des Bund-Länder-Finanzausgleichs. Wurde Reform-Chance vertan?

Abstract

Ab Januar 1995 werden die neuen Bundesländer in einen gesamtdeutschen Finanzausgleich einbezogen. Die Zielvorstellung ist, daß für die neuen Länder mittelfristig ein Finanzbedarf in Höhe von rund 5 % des Bruttosozialprodukts besteht. Öffentliche Investitionen sollen dort 180 % der Investitionen je Einwohner in den westlichen Ländern erreichen. Die Grundkonzeption des Bund-Länder-Finanzausgleichs sieht damit für die neuen Länder eine bessere Finanzausstattung vor. Kritikpunkte der Neuregelung sind die Intransparenz der Regelungen. Die Chance, eine Reform des Bund-Länder-Finanzausgleichs durchzuführen, die diesen Namen verdient, wurde insgesamt vergeben.
