A Method Of Determining A Relative Of Criteria For Optimizing Rankings

Abstract

Destructive effects of river water overflows can be reduced if the river, from upstream to downstream is divided into "segments". The number of river segments of the river depends on geographical specificity. Each "segment" of the river has to "absorb" the excess water in a manner that the water level at the end of the river segment considered and the beginning of the next segment must not exceed the maximum allowable level of water. In the next segment of the river water level can rise from other sources, tributaries, deposits, etc.. And this segment must solve the same problem: to absorb excess water of the river by creating scheduled floodplains, creating reservoirs of water that can be used during the most diverse purposes.
