An Algorithm for the Retraining of the Unemployed. A Necessity and a New Approach

Abstract

This study is aimed at the analysis of social insurance for unemployment, with a focus on the expenses necessary for the retraining and professional change of the unemployed in view of the free circulation of goods, people and capital that applies as Romania became a part of the EU socialeconomic structure. The conclusion of this study suggest a set of measures each state should adopt in order to balance the unemployment expenses for retraining, creating a common fund to this end, so that countries with a lesser economic potential not be made to handle most of these expenses.
