Contro la recessione. Un patto per il lavoro a tre livelli

Abstract

La recessione dell'economia italiana per ora è solo tecnica, ma quella vera è alle porte. Sono infatti venuti al pettine i nodi del modello di sviluppo "mercantilista povero" che l'Italia ha adottato sin dal Trattato di Maastricht, basato sulla compressione dei consumi interni operata dal real wage cap imposto alla contrattazione salariale e sull'avanzo commerciale. Questo modello di crescita (certo modesta e incapace di arrestare l'impoverimento del Paese) nel 2018 è entrato in crisi. Le esportazioni non sono più sufficienti a garantire lo sviluppo. E poiché la politica economica nazionale non può certo agire sulla dinamica della domanda mondiale, è necessario che Governo e imprese - grazie anche alla sollecitazione delle organizzazioni sindacali - si occupino di promuovere lo sviluppo del mercato interno. A questo fine l'articolo propone un Patto per il lavoro a tre livelli (tra sindacato e rappresentanze datoriali, tra le parti sociali e il Governo, tra Governo e parti sociali, in modo coordinato, e istituzioni comunitarie) tale da assicurare una nuova fase di crescita dell'economia basata sullo sviluppo del mercato interno.
