How Beneficial is TTIP for EU Countries? Economic Gains and Social Costs of an Ambitious Project

Abstract

Il presente saggio fornisce una riflessione sul Partenariato transatlantico per il commercio e gli investimenti (TTIP) e sul suo possibile impatto sull'economia europea. Sebbene il TTIP sia stato presentato come in grado di produrre vantaggi economici sostanziali per entrambe le sponde dell'Atlantico, i benefici in termini di premio di crescita appaiono essere piuttosto limitati e distribuiti in modo non uniforme tra l'UE e gli USA nonché all'interno della stessa UE. Inoltre, la crescita dei flussi commerciali bilaterali tra l'UE e gli USA verrebbe accompagnata da un sostanziale riorientamento del commercio a discapito degli scambi intra-UE. Un tale riorientamento potrebbe a sua volta mettere in discussione la sostenibilità dell'eurozona e andare a svantaggio dei paesi dell'Europa meridionale. A ciò si aggiunga che i costi di aggiustamento e i costi sociali, che sono stati trascurati dagli studi condotti sull'impatto del TTIP, basati sul modello di equilibrio generale calcolabile, potrebbero essere estremamente alti.
