In Italia; alcune importanti riforme del sistema educativo sono state introdotte negli anni Novanta; per limitare l'eccessiva burocratizzazione e centralizzazione e la separazione dalla realtà economica e produttiva. I principali provvedimenti hanno riguardato l'autonomia delle scuole; l'innalzamento dell'età dell'istruzione obbligatoria; la parità delle scuole private (non governative) e la distribuzione delle funzioni legislative e amministrative sull'istruzione e la formazione professionale. In un contesto di revisione della spesa pubblica; anche l'ammontare complessivo delle risorse umane e finanziarie del sistema educativo è messo sotto osservazione; specie perché sembra non influenzare il livello degli apprendimenti degli studenti; misurati attraverso test oggettivi: laddove sono state investite più risorse i risultati sembrano più scarsi. Il saggio analizza le principali modifiche del quadro normativo; con particolare attenzione alle fasi del processo di decentramento; osservando che la riforma dell'organizzazione complessiva del sistema educativo appare bloccata e la riduzione delle risorse a tutti i livelli potrebbe produrre effetti inattesi.;All these keywords.
