Domestic Sector and Care Work, between Inadequacies of the Welfare System, and Regulatory Gaps

Abstract

L’invecchiamento della popolazione ha reso l’Italia il Paese dell’Europa occidentale che fa maggiore ricorso al lavoro delle badanti, che hanno finito per essere il principale supporto al sistema di gestione della cura familiare e domiciliare. L’incremento della popolazione anziana è un problema enorme e sempre più complesso, con ripercussioni a livello sociale e di welfare; sulle famiglie grava non solo il costo ma soprattutto la gestione delle persone con fragilità, in particolare gli anziani. Tuttavia, l’INPS segnala un calo complessivo nel settore di oltre 76.000 unità (da 970.847 del 2021 a 894.299 del 2022), una decrescita che, stante il crescente numero di anziani e di richieste, fa temere un ritorno al lavoro nero. Attraverso l’analisi dei dati emersi da un focus group “dedicatoµ alla regione Veneto, dove si registra un indice di vecchiaia particolarmente elevato, si intende esaminare gli interventi legislativi e di policy utili a contrastare il lavoro irregolare.
