‪Une instrumentalisation du RSA par les employeurs ?‪. Le RSA à l’épreuve des pratiques de recrutement et de gestion de la main-d’œuvre

Abstract

This article stems from a debate about the possible impact of the new minimum income scheme Active solidarity income (RSA) on the demand for labour and on employers? practices: is this income support scheme neutral or does it provide incentives for employers to develop bad quality jobs (low-wage, part-time)? Relying on field work (a qualitative study of about fifteen enterprises), the article questions employers? knowledge of the RSA and the way they eventually incorporate it in their management practices. It shows that the debate about the impact of the income support scheme on the demand for labour starts from a misunderstanding regarding low-skilled work: employers do not instrument the RSA because they have access to other tools to lower the cost of labour and because they believe that RSA recipients lack the skills they are looking for.
