‪L’accompagnement des demandeurs d’emploi‪. Effets du renforcement et de l’externalisation du suivi

Strengthening and outsourcing employment support for the unemployed aim at improving the conditions for a sustainable return-to-work, through an intensification of the help and counselling provided by their caseworkers, belonging either to the Public Employment Services (PES) or to a private provider. This article presents the main results of micro-econometric evaluations of intensive employment support programs for jobseekers and of the outsourcing of employment support schemes. This literature review of experiences of active labour market policies carried out primarily in France and in Europe aims at identifying the key success factors and risks associated with these programs targeting unemployment reduction. These evaluations show that intensive employment support programs help the unemployed return to work. However, the outsourcing of employment support is less effective than public employment support, although the results vary depending on the nature of the program and on the financial incentives given to private providers.
