Réformer les baisses de cotisations sociales ultramarines ?

Abstract

The authors reuse a model built to evaluate ex ante the employment effect of the Girardin device, a reduction of employers?social contributions for the overseas French departments from 2003 to 2009, to simulate the effects of a new reform in order to maximize the ?social spending?. They are seeking a new schedule of labor cost cuts within a constant ex ante budget, which maximizes the total effect on employment without penalizing wage increases. Their proposal is to reallocate aid towards the unskilled workers and the sectors most exposed to international competition. This proposal deviates quite substantially from the French reform which was implemented in 2009. Their computation leads to a rise in employment of more than 2 %.
