Politiques forestières en Amazonie brésilienne. Du REDD au code forestier

Abstract

After having achieved a 76 % decrease in the annual deforestation rate thanks to command and control policies without resorting to market instruments, the Brazilian government is elaborating a national REDD+ strategy which relies on the reform of its Forest Code. This article deals with the affirmation of Brazil?s sovereignty over its forest resources through its criticism of the impact of carbon markets as tools for conservation. In spite of tensions with the states, referring to REDD has reinforced the federal government?s administrative actions and regulations, rather than weakening its power.
