Abstract

In this paper the authors analyze whether the allocations of aid and Foreign Direct Investment (FDI) in Africa complement or substitute for each other. More specifically, they try to identify if countries receiving less international private investment tend to receive more official development aid or if, on the contrary, these two external flows reinforce each other. Concentration curves analysis and econometric tests indicate that, since the end of the 90?s, aid has been less allocated to countries receiving high amounts of FDI, suggesting that aid tends to compensate countries with restricted access to international private investment.
