Règles d’urbanisme et choix politique : les observations de l’État sur les projets locaux

Abstract

Recent changes in French planning legislation assign to development plans strategic challenges and objectives, among them controlling the consumption of farmland and natural spaces. But the observation of urbanisation mechanisms at the level of municipalities reveals an inversed evolution: densification of existing and future buildings remains limited. The study focused on debates over development plans in project, a very informative stage of the procedure of planification. In a legal-sociological perspective, our investigations dealt with the discussions between state administration and municipalities as a material to unveil the way ordinary urbanisation is being organized at the local level.
