Quel est l’endettement des villes de plus de 10 000 habitants ?

Abstract

Local authorities would be too much in debt; they would not reduce enough new loans. What about in particular for the cities of more than 10,000 inhabitants? In fact, their debts are not so heavy. Their solvency is not at risk. They even decreased their debts between 2002 and 2010. The averages also conceal strong local differences and there are fragile situations. Fiscal receipts and loans go together rather than in a substitute way. The debt does not call systematically new debts or the debt paydown. Intermunicipal grouping is not a moderating factor of the debt, it does not aggravate it either. Considering local variations, if national policies try to incite local authorities to moderate their loans, they would not be very successful: these measures would be inadequate in front of many situations where loans and debts are rather low.
