Dilemmes de la réforme régionale tunisienne. Analyse spatiale et territoriale des propositions de réorganisation du maillage administratif

Abstract

Territorial disparities in Tunisia are studied for a long time by Spatial Economists, Geographers and Developers. Our paper deals with two different regional divisions: on the one hand, 6 planing Regions inherited from National Planing Schema of 1985; on the other hand 5 Regions defined in the ?Livre Blanc? published in 2011. A multiscalar territorial analysis of inequalities is applied to a composite indicator about regional development. A simulation model of net population migrations induced by inequalities of regional development is proposed to highlight issues of regionalization projects. Rather than establishing fixed cutting areas with fixed boundaries and a single center, it would be possible to imagine a regional space composed of multiple cores and with margins or interstices recognized as such.
