Abstract

Territorial competitiveness is an economically legitimated notion that acknowledges a renewed area of application within the project of Greater Paris. The ?geographical? and ?inclusive? elements of this competitiveness are exposed by the offer of transportation emerging from the Grand Paris Express, but so is the role of urban governance; this being defined by structural and relational aspects by which it invites not necessarily institutional actors to participate and induces them to share boundless responsibilities while being interdependent and aware of the regulatory frame. The implementation of a governance framework that ensures businesses the freedom to fully express their territorial responsibility could be used to address the two imperatives of "geographical" and "inclusive" competitiveness sought by the Greater Paris project.
