La Belt and Road Initiative dans les ports de l’Est de la Baltique. Une opportunité de développement ?

Abstract

Many interpretations have been made of the objectives of the new Silk Road in the sector of maritime transportation. Economic motivations seem to include securing and optimizing logistic chains and modernizing Chinese industry and maritime activities. In European, developments related with the Belt and Road initiative (BRI) can be found everywhere in the Mediterranean Basin. In the Baltic, this strategy is far from achieving its objectives in terms of maritime and port activities, even though China is seeking to stake out a position there. To analyze the potential impacts of the BRI on ports and logistics in the Baltic region, several questions are asked. Is the BRI an opportunity for the development of eastern Baltic ports ? What obstacles does it now face, in particular since the outbreak of Russia?s war against Ukraine ?
