Abstract

Secrecy, a well-established policy in the USSR, led to ever more complicated rules about the access to administrative records. In the case of population statistics, this policy caused a piecemeal circulation of information not only to the general public but even within the administrations concerned. The increase in mortality observed before the collapse of the USSR should, it is hypothesized, be related to this policy, which left unaware and uninformed both the population and the politicians, who should have reacted. Restrictions on the circulation of information were probably one of the factors explaining why countries in the Soviet sphere lagged in terms of the lowering of mortality rates during the last quarter of the 20th century.
