Présentation. Vulnérabilités, résiliences et développement

Abstract

La résilience est devenue une notion majeure dans les champs de l'aide au développement et de l'urgence. En 2014, la Banque mondiale et le Programme des Nations unies pour le développement (PNUD) en ont fait la thématique centrale de leurs rapports annuels respectifs (World Development Report (World Bank, 2014) et Human Development Report (UNDP, 2014)). L'année 2015 a été, quant à elle, marquée par l'arrivée à son terme du cadre d'action de Hyogo (Pour des nations et des collectivités résilientes face aux catastrophes, 2005-2015) (UNISDR, 2005), et l'adoption, en mars, du cadre d'action de Sendai pour la gestion des risques de catastrophes, prolongeant ainsi l'ISDR des Nations unies (International Strategy for Disaster Reduction) sur la période 2015-2030 (UNISDR, 2015). Dans un contexte d'aggravation importante des risques climatiques, en 2015 s'est tenue à Paris la Conférence des parties de la Convention-cadre des Nations unies sur les changements climatiques (COP 21), visant à faire émerger un accord succédant au Protocole de Kyoto. Cette même année, les Objectifs de développement durable (ODD) – succédant aux Objectifs du Millénaire pour le développement (OMD) (dossier Mondes en développement, 2016) – ont retenu cet enjeu climatique (ODD 13), tout en intégrant d'autres leviers de la résilience humaine et environnementale (en particulier les infrastructures (ODD 9), les villes et communautés durables (ODD 11), le maintien de la vie animale et végétale (ODD 15 et 16)).
