Abstract

Tourism product in Namibia is based on specific natural resources. In communal lands, those are charactarized as common-pool resources, whose ownership is disputed by private, public and local actors. Through contracts, rural communities transfer their commercial tourism rights to private operators. Those partnerships support rural development but remain unstable and conflictual. Indeed dependancy syndrome and weak devolved decision-making power are main challenges faced by communities in these contracts.
