Effet de serre et politiques de lutte contre le changement climatique

Abstract

Climate change specialists have alerted the world of the possible changes incurred by the present increase of greenhouse gas emissions by industrialised countries. These changes may have various impacts, in particular upon food production, economic development and future human migrations. We consider here the possible role of the different greenhouse gas emissions, and of other factors, in future climate changes, as well as the possible impacts of such changes upon development in various countries. Then, we consider different policies and measures which were discussed at the international level to mitigate climate change. We expose also major outcomes of international negotiations, from the signature of the Convention on climate change in 1992 up to the Bonn and Marrakech agreements in 2001. Finally, we present the practical modalities for implementing the Kyoto Protocol signed in 1997, and which could enter into force in 2003.
