Mezinárodní bezpečnost na počátku 21. století

Abstract

Spojené působení globálního terorismu, proliferace ZHN a asymetrických válek (jde především o války zahajované po ukončení vojenských operací, nebo o zákeřné útoky na vojáky, kteří na daném území plní úkoly peace – keepingu) představuje tři nejvážnější hrozby dlouhodobého charakteru. Odpovědi na tyto hrozby nemohou být jednostranné, měly by být spíše výsledkem společného postupu nejvlivnějších aktérů dnešního světa, ať už států či mezinárodních organizací, zejména pak OSN. Pokud jde o bezpečnostní studia, žádný z jejich hlavních proudů nebude moci přinášet konečná a vyčerpávající vysvětlení mezinárodních bezpečnostních vztahů. Všechny ale budou i nadále respektovat dvě důležité skutečnosti - určující vliv historických souvislostí a časový faktor při vymezování naléhavosti bezpečnostní hrozby.
