Vývoj spoločnej poľnohospodárskej politiky a ciele, zásady a nástroje jej uplatňovania v procese európskej integrácie

Abstract

Spoločná poľnohospodárska politika Európskej únie (SPP EÚ) je súčasťou spoločných politík Európskej únie a je jednou z jej základných politík od jej vzniku v roku 1958. Príspevok analyzuje ciele, zásady a nástroje SPP EÚ s dôrazom na hodnotenie ako sa zmenili ciele, zásady a nástroje od vzniku SPP až po prijatie súčasných reforiem. Hlavným dôvodom vzniku spoločnej poľnohospodárskej politiky bolo zabezpečiť poľnohospodársku produkciu a plynulé dodávky potravín obyvateľom Európskych spoločenstiev, zachovanie zamestnanosti na vidieku, jeho osídlenie, stabilizácia príjmov vidieckeho obyvateľstva a dosiahnutie porovnateľnej životnej úrovne mestského vidieckeho obyvateľstva. V príspevku konštatujeme, že ciele SPP sa nezmenili, ale sa prispôsobili politicko – ekonomickým zmenám v Európe, pričom zásady SPP sa nezmenili. Niektoré nástroje SPP sa v priebehu vývoja SPP EÚ a jej reforiem ukázali ako neefektívne z hľadiska financovania z rozpočtu SPP a vyprofilovali sa do dvoch pilierov nástrojov uplatňovania SPP EÚ.
