Der lange Weg der Stabilisierungspolitik

Abstract

Zweimal im frühen 21. Jahrhundert waren Regierungen und Zentralbanken mit drastischen Wirtschaftseinbrüchen konfrontiert und haben resolut stabilisierend eingegriffen. Dies war keine Selbstverständlichkeit. Denn Theorie und Praxis der Stabilisierungspolitik haben in den zurückliegenden 100 Jahren vielfache Wandlungen durchlaufen, in deren Zuge sich grenzenloses Vertrauen auf die Möglichkeiten der Stabilisierungspolitik immer wieder mit tiefer Skepsis abwechselte. In seinem Aufsatz gibt Oliver Landmann einen knappen Abriss dieser turbulenten Historie. Als Leitmotiv dient ihm dabei die von Keynes ins Zentrum gerückte Frage, ob die Marktwirtschaft eine inhärente Tendenz zur Selbststabilisierung („self-adjustment“) besitzt. Unterschiedliche Ansichten hierüber, geformt durch Empirie und Theorie, behielten zu unterschiedlichen Zeiten die Oberhand.
