Evaluación del impacto del "Bono Juancito Pinto" en Bolivia

Abstract

Los programas de transferencias monetarias condicionadas (TMC) o “con responsabilidad” consisten en una entrega monetaria directa a los beneficiarios, una vez cumplidas determinadas condicionalidades. Uno de los programas de Conditional Cash Transfers (CCT por sus siglas en inglés) aplicado en Bolivia data del año 2006 bajo la denominación “Bono Juancito Pinto” (BJP), política social ligada a fomentar el acceso, permanencia y promoción escolar en las unidades educativas públicas y de convenio. La presente investigación cuantifica la magnitud de la incidencia del Bono Juancito Pinto y constata: a) el impacto positivo y muy significativo en la tasa de matriculación, el mismo que estaría en el orden promedio de 1%; b) el impacto del BJP de forma positiva y significativa en la permanencia escolar, en promedio en un 1%; c) asimismo la mejora sustancial en la tasa de promoción, en torno al 3,7%, debido al BJP. En resumen, el Bono Juancito Pinto cumple con los objetivos previstos en la normativa.
