Varieties of capitalism and resilience clusters: An exploratory approach to European regions

Abstract

Regions around the world suffered asymmetric effects with the global economic crisis of the last decade. European regions were not different, and a myriad of impacts with varied magnitudes was felt. This article, inspired by the literature of varieties of capitalism (VoC), presents statistical and econometric evidence about the differences of regional resilience, measured by the variation of economic product, unemployment and R&D across regions in European Union during the economic downturn. An exploratory approach analyses the socio‐economic resilience between different member states, and VoC ideal‐types (liberal market economies, the continental capitalism, the social‐democrat economies, the Mediterranean capitalism, and the Eastern economies). The study presents a typology of resilience clusters in European regions. There were found six types of profiles concerning resilience: great performers, fast growth, intermediate position, R&D reduction, regions in divergence, and Mediterranean regions in big trouble. The study identifies key aspects for resilience, providing policy implications for regional economic policies. The comparison of the resilience clusters and the original VoC categorization has implications for this branch of literature as it does not completely address the variety of regional answers to the shocks. Las regiones de todo el mundo han sufrido efectos asimétricos con la crisis económica mundial de la última década. Las regiones europeas no fueron diferentes, y se sintieron una multitud de impactos con diferentes magnitudes. Este artículo, inspirado en la bibliografía sobre las variedades del capitalismo (VdC), presenta evidencia estadística y econométrica sobre las diferencias en la resiliencia regional, medida por la variación del producto económico, el desempleo y la I+D entre las regiones de la Unión Europea durante la ralentización económica. Un enfoque exploratorio analiza la resiliencia socioeconómica entre los diferentes estados miembros y los tipos ideales de VdC (economías de mercado liberales, capitalismo continental, economías socialdemócratas, capitalismo mediterráneo y las economías del Este). El estudio presenta una tipología de conglomerados de resiliencia en las regiones europeas. Se encontraron seis tipos de perfiles relativos a la resiliencia: grandes resultados, crecimiento rápido, posición intermedia, reducción de la I+D, regiones en divergencia y regiones mediterráneas con grandes problemas. El estudio identifica los aspectos clave para la resiliencia y menciona implicaciones políticas para las políticas económicas regionales. La comparación de los conglomerados de resiliencia y la categorización original de VdC tiene implicaciones para esta rama de la literatura, ya que no aborda por completo la variedad de respuestas regionales a las conmociones. 世界中の地域が、2000年代の世界金融危機による非対称性効果を受けた。ヨーロッパの地域も例外ではなく、様々な規模の影響を、数えきれないほど受けた。本稿は、資本主義多様性 (varieties of capitalism:VoC)の研究に感化され、景気停滞期の欧州連合の地域全体における経済的生産物、失業、研究開発の変化で測定した、地域のレジリエンスの差に関する統計的エビデンスおよび計量経済学的エビデンスを提示する。探索的アプローチにより、加盟国間の社会経済的レジリエンス、および VoCの理念型 (自由市場経済、大陸型資本主義、 社会民主主義的経済、地中海型資本主義、 東欧経済)を分析する。ヨーロッパの地域におけるレジリエンスクラスターの分類を提示する。レジリエンスに関するプロファイルには、大きな成果、急成長、中間的位置、研究開発の削減、多様化している地域、大きな困難に直面している地中海地域、以上の6つのタイプがある。本研究ではレジリエンスの重要な局面を特定し、それにより地域の経済政策のための政策的意義が得られる。レジリエンスクラスターとVoCの分類の比較は、ショックに対する地域の様々な答えに完全には対処しないため、その比較にはこの研究分野に対する意義がある。
