Transition costs and economic effects of the sovereignty process in Catalonia

Abstract

The objective of this paper is to evaluate the real effects on the Catalan economy of the growth of uncertainty related to a series of political decisions that confronted the Governments of Catalonia and Spain, taking independence as an argument. In principle, the deterioration of certain economic indicators, including the GDP, is verified in the most critical phase of the process, which corresponds to the last quarter of 2017. However, employment has not shown a particularly negative behaviour in Catalonia compared to what happened in Spain as a whole. Furthermore, an econometric analysis with production data does not confirm a deterioration of the region's economic performance in a clear way. In consequence, it is not possible to conclude that the costs associated to the sovereignty process in Catalonia have been particularly important; and, in any case, we contribute estimations that show that their quantification will depend of the methodology and data used. El objetivo de este trabajo es evaluar los efectos reales en la economía de Cataluña del aumento de la incertidumbre relacionada con una serie de decisiones políticas que han enfrentado a los gobiernos de Cataluña y España, tomando como argumento la independencia. En principio, el deterioro de determinados indicadores económicos, como el PIB, se verifica en la fase más crítica del proceso, que corresponde al último trimestre de 2017. Sin embargo, el empleo no ha mostrado un comportamiento especialmente negativo en Cataluña en comparación con lo que ocurrió en el conjunto de España. Además, un análisis econométrico con datos de producción no confirma claramente un deterioro del desempeño económico de la región. En consecuencia, no es posible concluir que los costes asociados al proceso de soberanía en Cataluña hayan sido especialmente importantes y, en cualquier caso, se aportan estimaciones que muestran que su cuantificación dependerá de la metodología y los datos utilizados. 本稿の目的は、独立を論拠として、カタルーニャ州自治政府とスペイン政府が直面した一連の政治的決定に関連した不確実性の増大の、カタルーニャ州の経済に対する実際の影響を評価することである。原則として、GDPなどの経済指標の悪化は、2017年の最終四半期に当たる、独立運動の最も重要な時期において検証する。しかし、雇用に関しては、カタルーニャ州では、スペイン全体と比較して、特にネガティブな動向は認められなかった。さらに、生産額データの経済計量学的分析からは、カタルーニャ州の経済動向の悪化は、明確な形では確認されなかった。したがって、カタルーニャの独立運動に関連する損失が特に大きかったと結論することは不可能である。なお、すべてのケースにおいて、我々は、定量化が使用した方法やデータに依存することを示す推計を実施している。
