Abstract
Blockchain is gaining popularity as a potential solution for the decentralized management of public information. A number of interesting solutions have been proposed by independent developers around the world to promote blockchain as a promising platform to potentially accelerate democratic processes and achieve certain public values in reforming digital governance. This could be reflected in facilitating direct citizen participation in digital politics, promoting greater civic cooperation and engagement in political discussions, boosting the role of civic commentary and even collaborative decision‐making in e‐government. In this regard, the article critically elaborates on the potential of this technology to promote political dimensions of public sector reforms in a post‐positivist manner, resorting to the analysis of concrete e‐participation cases in a number of public areas where the potential has already been realized and the opinions of professional software developers who are currently engaged in building various blockchain‐driven data management solutions in the e‐government area. This paper identifies, debates, and draws on what benefits and risks public policy can yield from the implementation of blockchain governance. Blockchain está ganando popularidad como una solución potencial para la gestión descentralizada de la información pública. Desarrolladores independientes de todo el mundo han propuesto una serie de soluciones interesantes para promover blockchain como una plataforma prometedora para acelerar potencialmente los procesos democráticos y lograr ciertos valores públicos en la reforma de la gobernanza digital. Esto podría reflejarse en facilitar la participación ciudadana directa en la política digital, promover una mayor cooperación cívica y participación en debates políticos, impulsar el papel del comentario cívico e incluso la toma de decisiones colaborativa en el gobierno electrónico. En este sentido, el artículo profundiza críticamente en el potencial de esta tecnología para promover las dimensiones políticas de las reformas del sector público de una manera pospositivista, recurriendo al análisis de casos concretos de participación electrónica en una serie de áreas públicas donde el potencial ya ha sido se han realizado y las opiniones de desarrolladores de software profesionales que actualmente participan en la construcción de diversas soluciones de gestión de datos impulsadas por blockchain en el área del gobierno electrónico. Este artículo identifica, debate y se basa en los beneficios y riesgos que las políticas públicas pueden generar a partir de la implementación de la gobernanza blockchain. 区块链作为公共信息去中心化管理的潜在解决方案而越来越受欢迎。世界各地的独立开发者提出了许多有趣的解决方案,将区块链推广为一个有前途的平台,后者有可能加速民主进程并在改革数字治理方面实现某些公共价值。这可能体现在促进公民直接参与数字政治、推动更大程度的公民合作和参与政治讨论、以及提升公民评论甚至是协作决策在电子政务中的作用。在这方面,本文以后实证主义方式批判阐述了该技术在推动公共部门政治改革方面的潜力。为此,分析了实现该潜力的一系列公共领域的具体电子参与案例,并分析了目前正在电子政务领域构建区块链驱动的数据管理解决方案的专业软件开发人员的意见。本文识别、探讨并借鉴了公共政策能从区块链治理实施一事中得到的益处与风险。
