Abstract
Seeking to derive lessons for future policy processes on how climate change concerns can be integrated into sectoral policies to expedite policy approval, we applied the Multiple Streams Framework to analyze the forces and dynamics at work in the policy process of Brazil's National Biofuel Policy (known as RenovaBio). Based on an analysis of 123 newspaper articles citing “RenovaBio” and eleven semistructured interviews with stakeholders from the fuel sector, the research findings suggest that attaching RenovaBio to the country's climate commitments helped to secure policy approval and decrease public opposition to it. On the other hand, having multiple objectives without a clear priority made policy direction more diffuse and vulnerable to criticisms. We also found that the existence of multiple policy entrepreneurs, in the different stages of the political process and with complementary skills, helped to speed the legislative process. 为了给“关于如何将气候变化关切纳入部门政策以加快政策批准的未来政策过程”提供经验,我们应用多源流框架来分析巴西国家生物燃料政策(被称为RenovaBio)过程中的不同因素与动态。通过分析123篇引用“RenovaBio”的报纸文章、以及对燃料部门中的利益攸关方进行的11次半结构化访谈,研究结果表明,将RenovaBio与国家的气候承诺相联系,有助于确保政策批准并减少公共反对。另一方面,拥有多个目标而没有明确的优先顺序会使政策方向更加分散,并且更容易受到批评。我们还发现,处于政治过程的不同阶段且技能互补的多个政策企业家的存在,有助于加快立法过程。 Con el objetivo de extraer lecciones para futuros procesos políticos sobre cómo las preocupaciones sobre el cambio climático pueden integrarse en políticas sectoriales para acelerar la aprobación de políticas, aplicamos el Marco de Corrientes Múltiples para analizar las fuerzas y dinámicas que operan en el proceso político de la Política Nacional de Biocombustibles de Brasil (conocida como RenovaBio). Basado en un análisis de 123 artículos periodísticos que citan “RenovaBio” y once entrevistas semiestructuradas con partes interesadas del sector de combustibles, los hallazgos de la investigación sugieren que vincular RenovaBio a los compromisos climáticos del país ayudó a asegurar la aprobación de políticas y disminuir la oposición pública a la misma. Por otro lado, tener múltiples objetivos sin una prioridad clara hizo que la dirección de las políticas fuera más difusa y vulnerable a las críticas. También encontramos que la existencia de múltiples emprendedores de políticas, en las diferentes etapas del proceso político y con habilidades complementarias, ayudó a acelerar el proceso legislativo.
