Research on digital discretion—The subjectification of street‐level work in public administration

The article presents a systematic review of scholarly articles (n = 168) focused on digital discretion—how digital technologies affect the discretionary autonomy of street‐level bureaucrats. Two analytical tasks are performed concerning how digital transformation has affected (1) the relations between top‐down governing and the work of street‐level bureaucrats and (2) street‐level bureaucrats in the encounter with individuals. The documentation shows an expanding research area, and most articles showcase various subjectification effects when street‐level bureaucrats become screen‐ or system‐level bureaucrats. Street‐level bureaucrats are under increasing pressure from changing political rationalities consisting of streams of scientific knowledge, societal discourses, and the need for changes in governmental practices. The transformation carries political rationalities that fundamentally reshape value structures, organizing, and working methods of street‐level work. Still, the research area needs further development and consolidation. The reviewed research analyzes policies without considering the political content developed during policy initiation, formulation, and decision‐making. Instead, the research is characterized by a short‐sighted analytical perspective on how individual street‐level bureaucrats handle a changing technological development. 本文系统综述了168篇学术文章，重点关注数字自由裁量权——数字技术如何影响街头官僚的自由裁量权。执行了两项分析任务，涉及数字化转型如何影响(1)自上而下的治理与街头官僚工作之间的关系，以及(2)街头官僚与个人的接触。文献显示了一个不断扩大的研究领域，并且大多数文章展示了街头官僚成为数字屏幕层面或系统层面官僚时产生的各种主观化效应。街头官僚正面临越来越大的压力，因为政治理性正在发生变化，包括科学知识流、社会话语、以及政府实践变革的需要。这种转变带有政治理性，后者从根本上重塑了街头工作的价值结构、组织和工作方法。然而，研究领域需要进一步发展和巩固。所述评的研究分析了政策，但没有考虑政策发起、制定和决策过程期间所发展的政治内容。相反，研究的特点是，它从短视的角度分析了个别街头官僚如何应对不断变化的技术发展。 El artículo presenta una revisión sistemática de artículos académicos (n = 168) centrados en la discreción digital: cómo las tecnologías digitales afectan la autonomía discrecional de los burócratas de nivel de ventanilla. Se realizan dos tareas analíticas sobre cómo la transformación digital ha afectado (1) las relaciones entre el gobierno de arriba hacia abajo y el trabajo de los burócratas de nivel de ventanilla y (2) los burócratas de nivel de ventanilla en el encuentro con los individuos. La documentación muestra un área de investigación en expansión, y la mayoría de los artículos muestran varios efectos de subjetivación cuando los burócratas de nivel de ventanilla se convierten en burócratas de nivel de pantalla o de sistema. Los burócratas de nivel de ventanilla están bajo una presión cada vez mayor de racionalidades políticas cambiantes que consisten en corrientes de conocimiento científico, discursos sociales y la necesidad de cambios en las prácticas gubernamentales. La transformación conlleva racionalidades políticas que reformulan fundamentalmente las estructuras de valores, la organización y los métodos de trabajo del trabajo de nivel de ventanilla. Aun así, el área de investigación necesita un mayor desarrollo y consolidación. La investigación revisada analiza las políticas sin considerar el contenido político desarrollado durante el inicio, la formulación y la toma de decisiones de las políticas. La investigación, en cambio, se caracteriza por una perspectiva analítica miope sobre cómo los burócratas individuales a nivel de calle manejan un desarrollo tecnológico cambiante.
