Abstract
This article examines the role that overlapping committee jurisdictions play in fostering or hindering attention to environmental and energy issues in the U.S. Congress. The Select Energy Independence and Global Warming Committee, created by House Democrats in , and its chairman Rep. Ed Markey took advantage of opportunities within the existing jurisdictional arrangement to increase attention to these issues despite lacking any legislative authority. Data from the 110th and 111th Congresses show that the Select Committee held more hearings on climate change and alternative energy, and on environmental and energy policy generally, than any other committee. The committee also increased the range of sources informing debate on these issues by calling different witnesses than other committees. El Comité Selecto de Independencia de EnergÃa y Calentamiento Global, creado por los Demócratas de la Cámara de Representantes en 2007, y su lÃder, el Rep. Ed Markey aprovecharon las oportunidades dentro del arreglo jurisdiccional existente para incrementar la atención que se le da a estos temas a pesar de carecer de autoridad legislativa. Los datos del congreso número 110 y 111 nos muestran que el Comité Selecto tuvo más audiencias acerca del cambio climático y la energÃa alternativa, y acerca de la polÃtica ambiental y energética que cualquier otro comité.
